True, I don't think anyone owns the phrase "Never again," but it is quite resonant with most educated people. Just the other day, I came across the phrase completely absent of any holocaust context (I totally forget what the context was now, but I suspect it had something to do with Babylon 5), but the subtext was still clear enough so that further explanation was unnecessary.
